If you are seeing the Above error while stopping the IHS server , please check the IHS  Server Pid,if IHS pid file is Empty, then kill the IHS Instances and remove th IHS pid file and Restart IHS server will fix the issue.

one critical error i came across with similar error but above resolution was not working for fixing.

for fixing the issue we have restarted all the IHS servers under that issue facing IHS server , after restart of IHS serves, all IHS servers under that cell are started normally and stopping Normally.
